The Utah Department of Health and Human Services’ Office of Primary Care and Rural Health (PCRH) is pleased to announce that Josie Moosman, the nursing director at Wayne Community Health Center, has received 2 awards for her commitment to rural healthcare. The National Organization of State Offices of Rural Health (NOSORH) chose Moosman as the 2025 Community Star, and PCRH has awarded her the Impact Award in honor of National Rural Health Day.
Josie Moosman provides a wide range of care to her community, from prenatal checkups to end-of-life planning and everything in between.
“Working in Wayne County is very dynamic. We work at the top of our licenses,” said Josie Moosman, nursing director at Wayne Community Health Center. “It is fulfilling to care for my friends and neighbors and give back to the community.”
Moosman brings healthcare providers from other facilities to Wayne County to offer specialty care, allowing patients to receive services, including prenatal care, without long travel times. She is an innovator, using new technology to help patients get care closer to home. Moosman started a program for human papillomavirus (HPV) self-testing, enabling patients to collect their own samples without requiring them to travel for a full examination. This testing can identify HPV infections, so treatment can begin promptly. Untreated HPV can cause infertility and cancer.
In addition to her clinical duties, Moosman manages operations, oversees nurses and medical assistants, serves on the executive committee, and acts as the point-of-contact for infectious diseases.
Moosman also volunteers with the local emergency medical team, continuing a family tradition—her mother was an emergency medical technician and instructor. Moosman holds a Doctor of Nursing Practice (DNP) degree.

She continuously seeks ways to improve healthcare access and outcomes in some of Utah’s most remote areas.,” said Donavan Smith, CEO of Wayne Community Health Center. “Her ability to lead in a crisis exemplifies what it means to be a rural healthcare hero.”
