About the HWAC

The purpose of the Utah Health Workforce Advisory Council (HWAC) is to study the trends and demands of the Utah health workforce and to provide informed recommendations to the Utah State Legislature and other statutorily named entities. 

HWAC has three standing subcommittees, each of which contributes their professional expertise to make informed, data-driven recommendations to the HWAC: 

  1. Utah Medical Education Council
  2. Legislative Review Subcommittee
  3. Data Subcommittee

The HWAC is chaired by Heather Borski, DHHS Assistant Deputy Director of Community Health & Well-Being. The HWAC has fourteen other members from state, public, and private entities. The council meetings are public, so PCRH invites any interested parties to participate.

Quarterly public meetings

The HWAC holds quarterly public meetings, where it fulfills its statutorily authorized duties and provides:

  • Recommendations to strengthen the workforce serving Utahns;
  • Comments on legislation related to health workforce; and
  • Guidance to state entities on health workforce matters.

  • Implementation or improvement of strategies to address health workforce needs (such as shortages, recruitment, retention)
  • Provide guidance to state entities on health workforce-related matters
  • Review and comment on legislation
  • Advise Utah Board of Higher Education and Legislature on health professionals in training

The Utah Health Workforce Information Center

 The Utah Health Workforce Information Center (HWIC) was established within the Utah Department of Health and Human Services to serve as the state entity for health workforce data analytics. Under the guidance of the HWAC, the HWIC engages with stakeholders across the state to assess the supply, demand, distribution, and retention of healthcare providers, helping determine progress toward the goal of Utah having a diverse, well-qualified, and sustainable workforce that equitably meets the needs of all its residents.

Prior to July 1, 2022, these activities had been conducted by the Utah Medical Education Council (UMEC), whose duties were modified and formalized as a subcommittee to focus on medical education funding and administration under the Utah Health Workforce Advisory Council.
